Summary

This PR demonstrates the enhanced PR comment functionality from actions/dependency-review-action#941.

Changes

• Added dependency review workflow using the feature branch with enhanced comment behavior
• Added package.json with dependencies to trigger the review

Test plan

1. The workflow will run and analyze the new dependencies
2. In on-failure mode, it should create a comment if issues are found
3. If we later fix issues, it should update the existing comment rather than creating a new one
