We no longer use bazel in kubernetes CI at all. Our last consumer was k/cloud-provider-gcp and they finally removed it as well.

this seems unrelated (and some of the other changes)

it would help to split up these commits a bit, we can do one PR to cleanup the presets which do nothing and another to drop the image
