What this PR does / why we need it:

Updates the Release Team Lead handbook to document the current rel.k8s.io short link process using per-release links.md files. The handbook previously described the old bit.ly workflow, which was used through v1.35.

Changes

  • Adds links.md to the expected release directory layout.
  • Documents the https://rel.k8s.io/vXYY/<anchor> pattern.
  • Lists common release link anchors.
  • Updates the meeting reminder example to use rel.k8s.io.
