How did you generate this? Seems different from running https://github.com/kubernetes-sigs/cloud-provider-azure/blob/master/hack/generate-release-note.sh / https://github.com/kubernetes-sigs/cloud-provider-azure/blob/master/.agents/skills/create-release-note-doc-pr/SKILL.md.
Same with
v1.35.4: #10339

v1.32.17: #10336

Note: the script's --required-author flag is also broken with the latest release-notes CLI.
