Task: Upgrade to eslint 10

Kinda seeing what this would look like, at the moment the main hurdle seems to be eslint-plugin-react not supporting v10

A PR exists for it here: jsx-eslint/eslint-plugin-react#3979 - main issue seems to be removing some functions that were taken out in eslint v10
