This PR introduces changes in the questionnaire, related to the new requirements for AI systems:

• Proposal: Defining Mandatory Components for AI Systems Seeking Digital Public Good (DPG) Recognition #193
• Proposal to Update Indicator 9B of the DPG Standard: Inappropriate & Illegal Content #198
• Proposal for Major Change to the DPG Standard under Indicator 8 #197

Propagation of Changes

Identify which of the following the proposed changes need to be propagated, and include the relevant pull request where appropriate:

• The DPGA website contains https://digitalpublicgoods.net/standard/ which needs to be updated manually matching the contents of standard.md.
• The DPGA website also contains the submission guide which needs to be updated manually.
• The DPG application webapp admin panel which will be updated manually.
• The Eligibility Form through the unicef/publicgoods-scripts repository, by editing quizQuestions.js

I'm still not comfortable with Indicator 9, neither as it stands nor as it is changed, but as far as I can tell, the PR reflects the agreements made in the process. I think Indicator 9 should be a topic for a break-out group at the IGF.
